About the Author: Christopher James Utecht is an associate professor of criminal justice at the College of Lake County, where he teaches courses in criminal justice, policing, corrections, and juvenile delinquency. He served as a law enforcement officer in Wisconsin for 20 years, retiring as Chief of the Town of Dover. Professor Utecht holds a master's degree in criminal justice from the University of Cincinnati and a master's degree in sociology from the University of Alabama at Birmingham.
