DEMOCRACY, DEVELOPMENT AND RURAL REALITY: POLICY REFORMS OF THE 1990S

India's post-independence trajectory has been marked by dynamic changes. Initially an 'elite democracy', it evolved into a mass democracy, with local self-governance established constitutionally. The 1990s saw significant shifts in economic and political landscapes, with LPG opening rural India to private sectors and the 73rd Amendment empowering local communities. This book delves into local institutions' current roles, their 21st-century preparedness, and the governance reshaping due to the narrowing global-local gap. It critically analyzes policy frameworks and conceptual developments, focusing on the New Economic Policy's impact on Himachal Pradesh's rural communities. The study finds that mass participation in democracy and development revitalizes grassroots politics. This book is a must-read for academics, researchers, policymakers, and those interested in understanding rural India's evolving dynamics and persistent inequalities.
