Includes 39 letters from 1821 through 1824, but none from Monroe who was president during that period. Many are between the Secretary of State, John Quincy Adams, and various Spanish officials concerning the alleged capture of Spanish ships and other depredations, in Cuba, Puerto Rico, the Bahamas, Florida, and Louisiana, and attempts to make settlements of the claims and to draw up treaties between the two countries.
