The next five chapters then set forth the social, legal and intellectual context of American politics; sociological cleavages in contemporary America, the constitutional foundation of politics, civil rights and liberties, federalism, and the enduring themes and contradictions in American political thought. This leads to consideration of the organizations - interest groups and parties - that link individuals to government. The next step, in Part Three, is to the national governmental institutions: Congress, the presidency, the bureaucracy, and the courts. In analyzing each one, we are concerned with its roots in the political process, the motivations of its officials, and the interplay of conflict and cooperation among institutions. In Part Four we move from the structure of government to its functioning as a political entity .
