This is the story of Sal Domino, an investigator for the National Gambling Protective Agency who is probing a sudden spurt of wins by long shots at New York tracks. The agency suspects criminal activity since gamblers at three tracks are winning big betting against long odds. Their suspicions prove correct as Domino finds activities ranging from switching of horses to conspiracies, violence and murders.
