本书从通货紧缩的理论开始，讨论了通货紧缩的定义、类型、形成机理、影响与危害，随后在已有理论基础上提出六部门资产负债表分析框架，并运用该框架分析了20世纪90年代以来日本通货紧缩的实际案例，指出财政货币政策失效、银行“惜贷”、企业“惜借”、经济转型滞后等是日本陷入通货紧缩的主要原因。本书进一步对中国1997年和2012年开始的两次物价下跌进行了对比，指出2012年以来我国发生的通货紧缩存在明显的结构性特征，并剖析其中的背景、成因和危害、启示与借鉴，尤其是对宏观经济、社会和人民生活所带来的影响。本书指出，我国当前经济存在三个结构性错配使得本次治理通货紧缩的难度将更大。最后本书提出了关于治理通货紧缩的对策建议，并通过博弈论方法分析指出有效处置僵尸企业是化解本次通货紧缩的关键，对于我国治理与化解通货紧缩风险具有一定的现实指导意义和实践参考价值。通货紧缩一般是指物价的全面持续下降。有人会问，通货膨胀、物价上涨对老百姓来说是坏事，那么通货紧缩、物价下降，就应当是好事了，为什么专家学者还要着急？历史经验表明，通货紧缩对于经济以及百姓生活的损害其实要更甚于通货膨胀。从国际视角来看，前有20世纪30年代美国的“大萧条”，后有20世纪90年代以来日本的长期通货紧缩。有鉴于此，如何防范和应对通货紧缩一直以来是学术界、经济界十分关注的重要课题。1997年亚洲金融危机爆发以后，中国曾首次出现物价全面持续下跌的情形，CPI连续22个月呈现负增长，经济增长速度也一度放缓至8%以下。当时，在成思危先生领导下，国家自然科学基金成立了一个有关通货紧缩的课题组，对通货紧缩问题进行了开创性研究。笔者曾经作为其中一个子课题《中国通货紧缩的成因、危害与对策》研究小组的负责人，牵头对中国的通货紧缩问题进行了初步的研究，并将其中的部分研究成果整理成《中国：通货紧缩问题研究——成因、危害与对策》一书，于2001年由中国金融出版社出版。2008年国际金融危机爆发以后，中国政府推出了4万亿人民币的投资计划和投放了10万亿人民币的天量信贷。在货币政策和财政政策“双宽松”的背景下，中国经济增长率虽然在2008至2011年间维持了9%至11%的高速增长，但也延缓了经济结构的转型升级和经济体制的改革创新，并带来了严重的房地产泡沫和产能过剩等问题。在宏观政策不得不再次收紧的背景下，2012年开始中国经济增速再次放缓，并于2015年跌破7%。与此同时，从2012年5月至今，PPI已经持续负增长达50个月之久，反映经济整体价格水平的GDP平减指数也于2015年第二季度开始下降。这一系列经济指标的变化引发了国内外对于中国经济是否已经进入了通货紧缩状态的争论，并至今尚未达成共识。正是在这种形势之下，笔者深感有必要重新启动对通货紧缩问题的系统性研究，探讨新的分析框架，做好经典案例分析，寻找有效的对策措施。本书共分为五个部分。在第一部分，我们从不同角度梳理了有关通货紧缩的各种理论观点。在有关通货紧缩的定义方面，主要有“单要素论”、“双要素论”与“三要素论”三种观点。在有关通货紧缩的形成机制方面，主要有费雪的债务通缩理论、凯恩斯的有效需求不足理论、弗里德曼的货币学派理论以及辜朝明的资产负债表衰
