The late RICHARD M. BARKER, PhD, PE, was Professor Emeritus of Civil and Environmental Engineering at Virginia Polytechnic Institute and State University. Dr. Barker spent more than fifty years as a structural designer, project engineer, researcher, and teacher.

JAY A. PUCKETT, PhD, PE, is V. O. Smith Professor of Civil and Architectural Engineering at the University of Wyoming and President of BridgeTech, Inc., a consulting firm that specializes in software development for bridge engineering. With over thirty years of experience in bridge research and development, he has developed software for the analysis and rating of bridge systems that is currently in use at over forty transportation agencies.
