Atkinson foi pioneiro na pesquisa sobre desigualdade durante muito tempo e combina suas experiencias teoricas e praticas para tratar as diversas dificuldades decorrentes desse problema. Ele apresenta um conjunto abrangente de politicas que poderiam trazer uma verdadeira mudanca na distribuicao de renda dos paises desenvolvidos. Atkinson mostra que o problema nao e simplesmente os ricos estarem ficando cada vez mais ricos, tambem nao estamos sendo bem sucedidos em combater a pobreza, e a economia esta mudando rapidamente, deixando a maioria das pessoas para tras. Para reduzir a desigualdade, nos precisamos ir alem, cobrar novos impostos dos ricos para financiar programas sociais que ja existentes. Precisamos de novas ideias. Pensando nisso, Atkinson recomenda novas politicas ambiciosas em cinco areas: tecnologia, emprego, seguranca social, distribuicao de capitais, bem como tributacao. Ele defende essas politicas contra os argumentos e desculpas constantes para a falta de acao: a intervencao vai encolher a economia, a globalizacao torna a acao impossivel, e as novas politicas nao podem ser oferecidas.
