It was published by the International Seabed Authority to mark the twentieth anniversary of the adoption of the Convention in New York on 30 April 1982 and the opening for signature at Montego Bay, Jamaica, on 10 December 1982. It contains a comprehensive review of the development of the concept of the common heritage of mankind, also providing an overview of developments related to the work of the Law of the Sea Conferences.
