Diario De Las Actas Y Discusiones De Las Cortes: Volume 21

Diario De Las Actas Y Discusiones De Las Córtes. This volume presents a dense, multipart record of the June 1821 Cortes sessions in Madrid, documenting committee reports, motions, and verbatim debate on a broad program of postwar reforms. Core topics include a comprehensive Plan General de Hacienda for financial and administrative reform, debates over revenue and coinage such as the copper calderilla, and the unification of the post, lotteries, and stamp tax regime; and discussions of royal edecanes and military appointments, with constitutional implications of royal prerogative and accountability. Education policy debates on professorial examinations emphasize centralization for uniform standards versus provincial access. The record also notes procedural issues—how votes are conducted, how decrees are sancioned, and how commissions operate. Notable participants include finance and law committees, Romero Alpuente, Janer, Martinez de la Rosa, and others. Local summaries add ecclesiastical reform, regency protocol, colonial finances, and education in ultramar, indicating the liberal project to modernize state functions within a constitutional framework, balancing central authority with provincial autonomy.
