About the Author

Dr. Horan is a nationally recognized expert on the application of digital technology systems in urban, community, and regional settings. He has lead major studies and consultations on telecommunications systems, including telecommunications planning for master planned communities, digital technology policies for urban and rural economic development, and design approaches to educational and community centers.

Dr. Horan currently serves as Executive Director of the Claremont Information and Technology Institute and as an Associate Professor in the School of Information Science at the Claremont Graduate University. In addition to his research, Dr. Horan teaches graduate courses on telecommunications networks and community design.

Prior to joining Claremont Graduate University, Dr. Horan was a Senior Fellow at George Mason University and a Senior Analyst at the U.S. General Accounting Office. Dr. Horan received his Masters and Doctorate from the Claremont Graduate School.
