Digital technology and the modernization of public communication in Guinea: Case study: Ministry of Information and Communication (MIC)

Information and Communication Technologies (ICT) have revolutionized the practice of public communication, a multifaceted and vast field that has experienced changes and new paradigms. With these ICTs through the promotion of citizen participation, public services encounter difficulties in communicating effectively. In Africa, this digital revolution is exposed to the challenges of poor Internet connection, the poverty of the populations, the low level of targets for the proper use of digital tools such as social media, etc. In Guinea, public communication is more or less in a phase of change; it is difficult to be spotted, especially since it is practiced by non-professionals. And digital technology is a development tool in the 21st century that can boost the service provided to citizen-users through public communication, more precisely to the Guinean Ministry of Information and Communication (MIC). This contribution constitutes the heart of our work.
