This book represents the proceedings and findings in the preparatory work prior to the conference, results of conference deliberations and of the review and editorial work after the conference. It is also being submitted to the National Science Foundation in lieu of the grant report on the conference proceedings. Editors of this proceedings book acknowledge and appreciate contributions by several Mr. Gray W.
