畅通国内大循环，优化国内国际双循环
The meeting of the Standing Committee of the Political Bureau of the Central Committee of the Communist Party of China on May 14, 2020 pointed out the need to deepen the supply side structural reform, fully leverage the advantages of China's super large market and domestic demand potential, and form a new development pattern of domestic and international dual circulation promoting each other. Since 2020, the central government has continuously deepened and refined the concept of ""dual circulation"", further emphasizing the need to accelerate the formation of a new development pattern with domestic circulation as the mainstay and domestic and international dual circulation promoting each other.
Therefore, by combining the current domestic and international economic development reality, deepening our understanding and grasp of the background, significance, and practical requirements of the dual circulation decision-making deployment, we can find a suitable path and direction for China's economic development in the current severe, complex, and challenging domestic and international economic development environment.
Based on the main connotation of the concept of ""double circulation"", the ""double circulation and new development pattern"" systematically elaborates the relationship between ""double circulation"", ""two new and one heavy"", ""digital economy innovation and development"", ""real economy upgrading and development"", ""the Belt and Road"", ""local regional development"" and other key issues of China's economic development in the new era, in order to provide strong support for fully releasing China's economic development potential and enduring challenges and risks in global competition.
2020年5月14日的中共中央政治局常务委员会会议指出，要深化供给侧结构性改革，充分发挥我国超大规模市场优势和内需潜力，形成国内国际双循环相互促进的新发展格局。2020年以来，中央不断深化、细化"双循环"概念，进一步强调要加快形成"以国内大循环为主体、国内国际双循环相互促进的新发展格局"。
由此，结合当前国内外经济发展实际，加深对双循环决策部署提出的形势背景、重大意义、实践要求的理解和把握，才能使我们在当前严峻复杂、挑战增多的国内外经济发展环境中，找到适合中国经济发展的路径和方向。
《双循环新发展格局》立足于"双循环"概念的主体内涵，条理化地阐述新时代背景下"双循环"与"两新一重""数字经济创新发展""实体经济升级发展""一带一路""本土区域发展"等中国经济发展关键问题的关系，以求为充分释放中国经济发展潜力、持久应对全球竞争中的挑战与风险提供有力支撑。
