Cream paper covers with alttle shelfwear to corners and a few marks. Small splits to top and base of spine. Staples rusty but firm. 36pp., contents clean and bright. In Nigeria, the British found a well organized system of government which allowed them to impose indirect rule. At the co-ordinating level, the person held responsible by the British was the Emir with his Council of advisers. The Waziri or Madaki or Wali was the senior Councillor and closest adviser to the Emir and he held the portfolio for central administration, namely co-ordinating the work of various departments but in particular, was in charge of the District Heads. The District Heads in turn were in charge of so many village heads under them. The village heads, to complete the hierarchy, controlled the various ward heads in their areas of jurisdiction. The success or otherwise of the caliphate of the British Raj from 1903 to 1960 when we became independent and of all the successor governments in Nigeria s history, be they civilian or military, depended to a large extent on the crucial role played by the District Heads, Village Heads and the Ward Heads at the grassroots level.
