"Until 1969, the national philosophy concerning negative environmental effects of major projects such as highways, industrial plants, shopping centers, housing developments, etc, was basically to ignore them during the planning stages of the project. After the work was completed and the environmental effects were apparent, the attitude was generally one of "Too bad, but it couldn't be avoided." On a rare occasion, small mitigative measures would be installed after the fact. Recognizing that this attitude of "build now and worry about it later" was almost universal, the U.S. Congress in 1969 enacted the National Environmental Policy Act (NEPA). This Act, in effect, said that environmental impacts should be considered before the plans for a project was finalized. "Look before you leap" becames the approach to be taken." FINE HARDCOVER.
