About the Author: Chris Freeman is Professor Emeritus at the Science Policy Research Unit at the University of Sussex, U.K. Luc Soete is Director of MERIT (Maastricht Economics Research Institute on Innovation and Technology) and Professor of International Economics at the University of Maastricht, the Netherlands.
