《大型城市生活垃圾可持续综合利用战略研究》以推动城市可持续发展与生态文明建设为宗旨，从大型城市生活垃圾综合管理体系、可持续综合利用技术创新及产业化支撑体系、处理设施系统布局及填埋场生态重构等方面，深入探讨了我国大型城市生活垃圾可持续综合利用的若干重大战略问题，系统分析了国内外现有的管理经验和研究成果，以及相关产业的发展动态，以翔实的数据和丰富的案例，结合我国国情和发展趋势，提出了城市生活垃圾可持续综合利用系统重构的战略方向和实施路径。《大型城市生活垃圾可持续综合利用战略研究》主要面向政府相关决策部门，以及从事城市生活垃圾管理和环境卫生工程等领域的研究人员和工程技术人员，也可供大专院校相关专业的教师和学生参考使用。本书系中国工程院重大咨询研究项目“大型城市生活垃圾可持续综合利用战略研究”成果总结。全书由上海交通大学翁史烈院士主持编写工作、罗永浩教授统稿，由上海交通大学、上海新能源科技成果转化与产业促进中心、上海市环境工程设计科学研究院有限公司联合编写，内容兼具创新性、前瞻性和实用性。《工程科技发展战略研究丛书：大型城市生活垃圾可持续综合利用战略研究》：1.1.1国外大型城市生活垃圾综合利用现状1）强调“预防优先”的分级管理原则从20世纪60年代到当前的半个世纪内，发达国家如德国、日本、美国等已从立法起步阶段、集中治理阶段进入全面管理阶段，生活垃圾管理原则由原先的“强调末端治理”转向“预防-重复使用-循环利用-能量回收-末端处置”的全过程分级管理。当前城市生活垃圾管理水平较高的国家都以分级管理为原则，注重垃圾的源头减量化、过程资源化及结果无害化，推行“预防优先”的管理模式，并建立各具特色的管理体系，积累了大量值得借鉴的管理经验。2）填埋处理占主导地位但逐步转向接收惰性垃圾填埋技术具有操作简单、建设和运行成本低、适应性和灵活性强等特点，是很多不发达城市处理生活垃圾的首选。即使是在一些土地资源较丰富的发达国家，例如美国、澳大利亚、芬兰、英国，生活垃圾处理仍然是以填埋为主。但是，由于填埋场选址日益困难以及部分国家限制可降解垃圾进入填埋场的法令陆续出台，填埋场逐步以接收惰性垃圾为主，可降解垃圾如厨余垃圾、园林垃圾比例逐渐降低，因而填埋场处理规模增大但是数量在减少，例如美国的垃圾填埋场从1990年的6300多座下降到2008年的1800座，德国在运行的填埋场从1993年的560座下降到2009年的182座。3）焚烧技术得到广泛应用并逐渐成为主流方式焚烧技术在国外的应用和发展已有80年的历史，其具有减容效果好、占地面积小、污染物处理彻底的优点，还可以直接供热、发电，甚至热电联供。焚烧技术作为高减量化及可再生能源回收的中间处理技术，正逐步取代堆肥等其他处理方式，成为一种主流的垃圾处理方式，并在能源供应中扮演着更重要的角色，目前已在世界各国得到广泛应用。截至2013年12月，全世界约有35个国家和地区投入运行生活垃圾焚烧厂近2100座。其中由于炉排炉焚烧炉对生活垃圾无须预处理、飞灰排放少，应用最为广泛。4）垃圾处理污染防控标准日趋严格在生活垃圾处理设施建设快速增长的1980-2000年期间，发达国家的生活垃圾处理也遭遇了设施选址困难、当
