- Book 2 of 4: The Georgia HOA & Condo Handbook
There is a complaint you can file against your HOA that costs nothing, and freezes their collection the day you file it.
From 1 January 2027 any person living in a Georgia community association development can file a complaint with the Secretary of State. You do not need a lawyer. You do not pay to file. And the moment the complaint is filed, the association is prohibited from collecting the fines and fees you are disputing - automatically, with no bond, no hearing and no judge.
The $100 administrative fee is paid by whoever loses. For a homeowner staring at a collection letter, that makes filing the cheapest move available.
Hardly any owner knows this exists.
Inside
- The automatic stay in full, what it covers, and the two words in it nobody has defined yet
- Who is entitled to file, and the odd statutory wording that appears to include tenants
- The 180 day clock, and what starts it
- What the process actually costs, compared with a lawyer and with court
- The hearing you are not automatically entitled to, and what that means in practice
- The twenty day appeal window you need to brief before you need it, not after
- The registration check that can stop an association enforcing against you at all
- The honest limits, including why some practitioners think the process may not work as intended
Written in plain English by JP O'Connor, who has chaired the committee that runs a residential building since 2019 and has been on both sides of a collection letter. This book explains the mechanics and then tells you who to take them to. It does not tell you what to do about your own dispute.
Honest about what is not settled. The Secretary of State had published no rules, no forms and no portal when this went to print. Every procedural detail that depends on them is flagged, not guessed.
General information about Georgia law. Not legal advice.

Store description
**Please note our transit times are from the date of dispatch.** We first started out as “The Paperback Exchange,” a chain of physical bookstores where we would part exchange your beloved books for new stories to transport you to faraway places. However, as shopping started to evolve to online shops and marketplaces, we bid our stores goodbye to become “PBShop.” This transition has only allowed us to blossom as we now ship thousands of titles to book lovers across the globe. We pride ourselves in being a community of local book lovers which allows our passion and devotion to shine in everything we do. In 2020 we not only celebrated our 20th birthday but our 1st birthday as being completely employee owned after becoming an E.O.T in September 2019. We are proud to be different and embrace standing apart on a book mountain by working from a virtual inventory which allows us to provide thousands of books that may be difficult to get for your bookshelf or your studies. Working with a number of different suppliers allows us to explore other avenues such as puzzles, sheet music and even stationery so we really do have something for everyone. Life is about being versatile in all realms of existence. If this is your first purchase with us, or you are a returning customer, we would like to welcome you to the PBShop family, for there is no friend as loyal as a book. We are a company who put our customers at the centre of everything we do as we understand the importance of reading because once you learn to read, you will forever be free. There are a whole lot of things in this world of ours that we are yet to explore, which is why we will forever inspire curious minds.…
