He has bachelors and masters degrees in journalism and urban studies, and a doctorate in public administration. Dr. Barber began his grant writing career while a graduate student at the University of Miami. In 1971 he was named the first Executive Director for the South Florida Regional Planning Council where, through grants and contracts, he expanded the Council's initial membership base over 10 times its size. As Assistant Director of the Illinois Office of Manpower and Human Development, he handled multimillion-dollar grant programs in emplohment and training, community services, and economic opportunity.
