Their desperate search for truth leads them to a second historical document – Finch's private journal – revealing the cipher's true origin. Finch, fearing government collapse after the War of 1812, created the system as a patriotic contingency to preserve the Republic. They realize with horror that Stealth and The Foundation have discovered this history and twisted it, casting themselves as modern patriots fulfilling a historical mandate to seize control through violence, believing fanatically that "Liberty Requires Order" – their order.
