In Easton County, Deputy Dewayne Cothran, a serial killer hiding behind a badge, shoots a young woman who escaped from him, bringing unwanted scrutiny to his corrupt boss, Sheriff Garrett, and their criminal activities in Easton County.

South Carolina Bureau of Criminal Investigation Agent Mace Holliday heads to Easton to investigate what appears to be a justifiable use of force by another cop, only to find himself involved with Amanda Easton, a woman fleeing her abusive husband, her son, Caleb, and Sam Walker, a mysterious stranger passing through town who seems drawn to Amanda and her son.
