Free Trade. Speech. In The House Of Commons,. February, 1826 by William Huskisson is the transcript of the Right Honourable William Huskisson's February 23, 1826 speech in the House of Commons. In this address, Huskisson defends a policy of free trade and gradual liberalization of commercial laws, arguing against restrictive and prohibitory duties. He responds to Mr. Ellice’s motion for a Select Committee to inquire into petitions from silk manufacturers, and he situates the debate within a broader program of reform that had begun with the May 1820 London mercantile petition advocating removal of restraints on foreign commerce. Huskisson reviews prior measures, the abolition of certain prohibitions, the simplification of revenue laws, and the currency–trade relationship, illustrating how policy choices impact industry, employment, and consumer welfare. He contrasts free trade with protectionist doctrine, cites parliamentary inquiries and petitions, and emphasizes the importance of empirical, practical experience in guiding policy. The speech closes with a reaffirmation of commitment to commercial liberty and prudent reform.
