About the Author
Douglas Proctor is Director of International Affairs at University College Dublin, Ireland and has previously held academic and senior managerial positions at universities in France, New Caledonia and Australia.
Laura E. Rumbley is an Assistant Professor of the Practice and Associate Director of the Boston College Center for International Higher Education, USA, and was previously Deputy Director of the Academic Cooperation Association, Belgium.
