This would require integrating manmade hardware with the human central nervous system. The CIA and FBI had only heard rumors about the project. The East Germans and Soviets were interested, and it was suspected he was contracting with them. It was the 1980's and tensions of the Cold War were at their peak. Inter-Continental Ballistic Missiles were stationed in silos in the U.S. and Soviet Union, ready to launch from both directions.
