Global Security and Intelligence Studies: Volume 8, Number 1, Summer 2023

Greetings! Welcome the start of our 8th volume and a significant turning point not only historically as this edition will explore, but for the Global Security and Intelligence Studies journal. As you can tell, I am a tad excited and have some news to share, which I hope you will be just as excited about. Firstly, Global Security and Intelligence Studies was founded in 2015 to provide an outlet and collaboration point for scholars and practitioners to exchange ideas and experience. Over the past 8 years, the journal has grown in scope, readership, submissions, and credibility. Over the past year, we have done some “market research” on academic journals following trends, citability, discovery, and indexing. In order to maintain relevance and continue to grow the journal, you can expect to see a slight rebranding. In close consultation with APUS and PSO, we have taken steps to change the name of the journal to Security and Intelligence and will update our logo to reflect the streamlined feel. We believe that these small changes, combined with our growing readership and the highest level of scholarly work, will help the journal grow to new heights within the community. Thank you for being a part of the GSIS journey as we grow.

Over 75 years ago the first nuclear device was detonated, sparking a new era in strategic deterrence that would remain largely unchallenged for nearly a century. Biological warfare, chemical weapons, state sponsored terrorism, etc., have all shifted the discussion at different levels, but the measuring stick never departed from nuclear weaponry in a meaningful way. This stalwart standard effectively ensured a static status quo of hegemonic power during that time. However, hypersonic weapons, advanced cyber weaponry and effects, along with legal loopholes and financial shifting, have begun to shake that steady status quo. Examples of the beginning shift in power can be seen in Russia’s invasion of Ukraine, China’s aggressive rhetoric regarding Taiwan and the Philippines, Niger’s coup, and the countless cyber-attacks targeting global interests across a wide variety of varying interests. This issue explores the facets of what strategic deterrence is and what the next evolution of deterrence will be.
