Thomas Okoth Oyaro who heads SMART TIPS, Hold MBA (Strategic Management) and BA (Econ &Government) both from the University of Nairobi. He is also graduated with Diploma in Business Administration from (KIM), Certificate in Organization and Management of Micro Enterprise from GolderMier International.
