About the Author

Dr. Chhabilendra Roul is an officer of the Indian Administrative Service and former Secretary to the Government of India. He dealt with multifarious subjects crucial to public economic management and welfare in his 35 plus years working in civil services. He has also authored two books: Bitter to Better Harvest: Post Green Revolution Agricultural and Marketing Strategy for India (2001) and The International Jute Commodity System (2009). An alumnus of Ravenshaw College Cuttack, Delhi School of Economics and University of Birmingham, Dr Roul is Senior Visiting Fellow at the Institute of Economic Growth (IEG).

Presently, Dr. Roul is serving as Administrative Member in the Principal Bench of Central Administrative Tribunal (CAT) at Delhi. He has been a devotee of Guruji since his time in Jalandhar, Punjab.
