The HPSCI Russia Transcripts

In September and October 2019, the Intelligence Community Inspector General appeared before the U.S. House Permanent Select Committee on Intelligence (HPSCI) to discuss matters then under the committee's oversight. On 8 April 2026 the Office of the Director of National Intelligence declassified the transcripts of those closed-door sessions. A single consolidated Caveats & Counterpoints section gathers, fairly and with attribution, every substantive objection to the release and to competing interpretations of it: questions about the provenance, timing, and framing of a politically appointed Director's declassification; the fact that these two transcripts are a small part of a much larger documentary record; the limits redaction places on interpretation; the essential point that sworn testimony records recollection and deliberation rather than adjudicated fact; the genuinely contested question of what the transcripts show, with the case for reading them as evidence of process irregularities and the case for reading them as routine oversight both presented even-handedly; and the absence of any court or bipartisan finding adopting the release's characterization.

The edition takes no political position. It does not endorse or reject any account of the events the transcripts concern; it adopts none of the partisan labels attached to them. Its purpose is access, navigation, and intellectual honesty: to place the declassified primary record before researchers, journalists, librarians, students, and citizens in a faithful, fully navigable form so they can read the testimony and weigh it for themselves. The reproduced transcripts are public-domain works of the United States Government; the editorial apparatus was prepared with AI assistance under human editorial direction.

For the librarian and archivist, it is a single citable volume that preserves a complete government release with its provenance intact and its redactions visible. For the journalist, historian, and legal researcher, it is a working reference: the line-numbered testimony is rendered navigable, the participants and acronyms are identified, and the document guide situates each session without characterizing it. For the general reader, it is a rare chance to read closed-door congressional testimony in full, with enough neutral scaffolding to follow it and decide for oneself what it does and does not establish. Throughout, the editorial voice describes and contextualizes; it never argues a verdict.
