She throws a surveillance net around him and threats to have him locked up, alleging that he has involved himself in a plot to overthrow a democratically elected government. From that moment, Vince realizes that what could go wrong will go wrong. Once he gets to Harare, if he does get there, he will have no option but to operate under Moscow Rules, because the environment there promises to be as hostile as ever.
