Because British workers organized to improve themselves and their posi tions at an earlier date and more rapidly than did workers of other countries and because of our self-imposed limitations-this bibliography is concerned primarily with the British and secondarily with the other foreign movements. One result of limiting ourselves to English-language articles is to underline the paucity of these very articles for many countries and areas. Another re sult, we hope, will be the encouragement of the publication of material to help fill the gaps our work indicates.
