About the Author: KURT MILLS is Assistant Professor at the American University in Cairo. He was previously a Post-Doctoral Fellow at the Centre for Refugee Studies at York University in Toronto. He has published articles in Global Society, Human Rights Quarterly, and the Journal of Humanitarian Assistance.
