Created and led by Simon Klein, arguably the most powerful figure in America, the Initiative has nearly eradicated all forms of homicide over its twenty-five years through its violent but effective eye-for-an-eye diplomacy.

But when Clayton, an innocent man with a guilty past, finds his new life ripped apart for a murder he didn't commit, he must fight to prove his innocence before he becomes the Hunt's next prey.
