Synopsis

Congress passed the Immigration Reform and Control Act (IRCA) in 1986 after long, often intense debate. As with the debate, the intentions and provisions of the law have raised a complex set of issues and questions. Among the more complex from a policy standpoint are the ways IRCA will affect other countries and U.S. relations with those countries. This report presents the proceedings of a conference hosted by RAND and the Urban Institute to discuss these international effects. Four working sessions were held: effects on flows of illegal immigration, effects on U.S.-Mexico relations, effects on Mexico, and effects on the West Indies and inter-American relations. Twelve resource papers were presented and discussed by participants from the United States, Canada, and Mexico. The report includes an introduction and overview, session summaries of the resource papers and discussions, and the resource papers themselves.
