Unfortunately, although the debates have been recorded since the fall of 1971, these proceedings have not been published. They have, of course, been available to the public as the 1970 Constitution requires, but this has been through the legislative offices and the Index Department of the Office of the Secretary of State on an individual request basis rather than through a formal and complete publication.
