教材难度研究非常复杂，涉及很多因素，不仅与教材的客观难度有关，也与教师的素质、教学的要求、教学的时间以及学生的能力和用功程度等因素有关。研究过程中不断有人提出，仅研究教材的难度意义不大，要把教材、教学、教师、课程综合起来研究，才能提出系统改进我国教育的意见。这一观点乍一听起来很有道理，但如果真的这么做了，大概就不可能有今天的研究成果了。因为将无数个复杂因素堆积在一起，这一研究就不可避免地会变成无数凭主观发表评论的研究中的一个，成为没有任何确切结论的自娱自乐。中国教育太需要板上钉钉的、数据确凿的研究了。为了保证客观性和可靠性，研究经历了一个不断聚焦核心问题的过程。要正面回答教材难不难的问题，有两条可以选择的途径。一是测量出人在不同年龄阶段的接受能力和学习潜力，同时确定学习不同难度的知识所需要的智力程度，根据人的学习能力和潜力判定教材的难易程度。但是我们都知道这在目前的科学研究水平上是做不到的，况且人和人还存在很大差异。另一个相对可行的办法则是通过国际比较，确定我国教材在国际上的相对难易程度，由此做出政策性的判断。为此，《教育规划纲要》颁布后不久，全国教育科学规划领导小组办公室就启动了“中小学理科教材国际比较研究”这一课题，得到全国哲学社会科学规划办公室的大力支持和全国相关高校的积极响应。
