Journal of the Council of the Legislative Assembly of Wisconsin

Journal Of The Council Of The Legislative Assembly Of Wisconsin Territory chronicles the proceedings of the Wisconsin Territorial Council as it convened in Madison beginning December 7, 1840. The volume records the organization of the Council pro tempore, the swearing in of members, reception of messages from the House of Representatives and the Governor, and the adoption of standing rules. It includes the Governor's annual address outlining concerns such as the organization of a state government, canal and harbor improvements, land policy, the Bank of Mineral Point, and the development of education and territorial infrastructure. The journal also documents the election of officers (President, Secretary, Sergeant-at-Arms, Doorkeeper, and other posts), the creation of committees, and the passage of numerous Acts, Memorials, and Joint or House resolutions, including appropriations for canals, railroads, schools, and the Capitol. The appended documents include reports on militia and militia administration, canal finances, and the Mineral Point Bank scrutiny. It provides a detailed snapshot of early Wisconsin governance and territorial development.
