Starting from the idea that "management can't be spiritualized and spiritual matters can't be managed," Wayne Schmidt looks to Joshua in the Old Testament for an example of the leadership needed in the church today. The book of Joshua, thought by many to be just a history of battles, is more of a journal of Joshua's experiences as he managed overwhelming change while responding to God's guidance.

Each chapter of Leading When God Is Moving begins with a contrast between the commitments which help build momentum and those which hinder it. The issues that arise out of these contrasts, such as loss of identity, community changes and breaking through growth barriers, are then developed. The author concludes with questions that cause personal reflection and an inventory list for spiritual leaders that will help them identify how they need to manage the change that confronts their churches.

Other topics dealt with include spiritual myths like "Leadership is easy in a church that's experiencing a movement of God"; having courage in the face of opposition; building a group of supporting leaders; and setting priorities.
