This handbook is designed specifically for use by personnel in public, academic, special, and school libraries. It will clarify those areas of the law in which terminology is vague and status of compliance is uncertain. The ADA does not provide a one size fits all solution to the complex issue of civil rights for people with disabilities. There is, however, a built-in flexibility to allow individual rights to be balanced against the needs and resources of the library. He is a volunteer consultant wh the Florida Bureau of Library Services for the Blind and Physically Disabled.

NANCY C. PACK is a consultant wh the Florida Bureau of Library Service for the Blind and Physically Handicapped. She is a life member of the American Library Association and chairperson of ASCLA's Library Services to the Blind and Physically Handicapped Forum Program Committee for 1992.
