Deuxième moitié du XXIe siècle. La vaste mégapole de Bruxbourg, capitale d'une Europe qui semble riche et apaisée, exerce un pouvoir discret mais implacable. La production massive de robots a résolu la plupart des problèmes sociaux. Les humains ne travaillent que quelques heures par semaine. Pour ces travailleurs assistés, c'est la société des loisirs ; pour les chômeurs, la garantie d'une rente d'État ; pour les délinquants et les marginaux, la sanction du travail " solidaire ".
Mais ce monde stable est à la veille d'éclater. Certains États aspirent à l'indépendance. Deux mouvements opposés le déchirent : l'un exige la suppression des robots, supposés aliéner l'homme ; l'autre réclame au contraire l'abolition du travail humain.
Noura M'Salem, célèbre créateur d'environnements virtuels, déprimé, vient de retrouver dans un garde-meuble son vieux robot nommé Lothar, abandonné comme lui, des années auparavant, par ses géniteurs. Lothar a été son éducateur et devient son thérapeute. En sa compagnie, Noura tente de comprendre les raisons de la disparition volontaire de ses parents : son père, Eliah, narcopsychiatre, s'est fait recycler en 2047, et sa mère, Sarah, s'est réfugiée dans un monastère virtuel. Avec l'appui d'un lunatique réparateur de robots, d'une actrice androïde qui fut l'amour de son adolescence, d'un solidaire devenu millionnaire, d'un plasticien marginal qui fut le collaborateur d'Eliah, mais aussi grâce à sa mère téléchargée depuis son monastuel dans le corps de Lothar, Noura éclaircira l'énigme.
Cet itinéraire personnel se déroule dans un monde en crise : une révolution en Moldavie, des attentats et des grèves de robots déstabilisent l'Europe. Liesenstein prend le pouvoir en France et déclenche un changement de société malgré la puissante administration de Bruxbourg.
Lothar Blues , dont le titre fait référence au compagnon du magicien Mandrake de la bande dessinée, s'inscrit dans le cycle de l'auteur sur l'avenir européen qui comprend Le dormeur s'éveillera-t-il ? , L'Homme à rebours et Cette chère humanité (prix Apollo 1977) .
