Making Policy in Europe: The Europeification of National Policy-Making

"This work . . . is an interesting contribution to academic work about the European Union-then Community-because its concept differs from usual approaches to the European Union. With a new attempt to grand design it endeavors to depict and analyze the institutional and decision-making system in Europe as a totality." --Insight: The CEUS Newsletter "Some good work is being in Scandinavia on European integration.... this book is an example. For its grasp of the nature of the contemporary European political system, the book deserves to be recommended, and ought particularly be read by some North American writers on the EC." --Political Studies "[This] collection of essays offered by Andersen and Eliassen allows one to see more vividly the real significance of European Union--the reinventing of political authority within Europe. . . . This book grasps the fundamental point of which students must become keenly aware. . . . This insightful and informatively edited volume exposes the full texture of the evolution of policymaking in Europe in the era of the European Union, from lobbying, transportation, energy, and education, to security and citizenship. A basic, yet important contribution to the literature on comparative politics, this volume will fill a void unfortunately too often left open by its predecessors. Advanced undergraduate through faculty." --Social & Behavioral Sciences The interaction between the European Community and national policymaking is the focus of Making Policy in Europe. Traditionally, policy-making has been analyzed within a national or a comparative framework in which the EC has been regarded as an external factor. Here the European political system itself becomes the unit of analysis. The authors introduce a framework for the study of EC institutions, policymaking and policy output. The possible lines of development of the EC are examined--from a system which will have strong supra-national institutions to a Europe composed of two or more divisions. Empirical studies of sector policies are presented, including strategic sectors which are prerequisites for the effective functioning of the internal market, namely transport, energy and standardization in the telecommunication industry. The final part of the book discusses the future economic and political structure of the EC and relates EC developments to the broader development of Europe. Making Policy in Europe presents a broad overview as well as detailed case studies. It has been written both as an original contribution to the field and to provide useful material for students in courses in political science, public administration, sociology, and European studies.
