Public management is an idea whose time has come. The forces of economic circumstances and political doctrine are combining to push European governments into improving the performance of public organizations. Public management is widely recognized as having a key role in such improvement. The purpose behind this book is to set out the case for development of public management and to indicate the directions it should take. Embodying a major review of the progress of new management initiatives in the European public sphere, this second edition of Managing Public Organizations meticulously examines the role of the public manager and the organization of public bodies. The material in this second edition is almost entirely new, and provides more extensive coverage than its predecessor.
Managing Public Organizations rejects the notion that there are "formulas" for management innovation or that "easy wins" can be had by applying general rules from private sector management. Throughout, the emphasis is on developing a concept of management that is appropriate and workable in public organizations, and to offer guidance on the implementation of this concept in practice.
