Nobody saw 'him' dead. Nobody heard 'his' last cries. Nobody proved 'his' death. Is 'he' really dead then?

When SUSAN, an FBI Agent in her last days in the bureau discovers a brutally chopped headless body in the middle of the deep sparkling blue waters of BRIXHAM. She begins her hunt to find this brutal masochist, that eventually ends up next to a man named MR. ALBERT, who is found pinned in the INTERPOL'S MOST WANTED LIST. She is then tortured by her partner, for days and by the time she plots her homecoming, justice is delivered.
