About the Author
William A. "Bill" Welch Sr. EdD, has been a member of the graduate faculty at Bowie State University for more than twenty-five years, teaching in the university's human resource development program. He's trained personnel from more than seven hundred organizations and businesses. Welch currently lives in Prince George's County, Maryland.
