Due to the increasing demand on residential, office, retail and services buildings as well as hotels and recreation centers, public and private investors has been recently encouraged to develop new communities and cities to meet this mixed-demand in a combined area. The occurrence of unforeseen risk events, on the heels of completing the infrastructure systems construction, may force the decision-makers to re-actively relax the implementation of the remaining non-constructed real estate projects within their developed communities and thus postpone the project completion and keep the original feasibility-based sequence of the projects unchanged. However, relying on the original feasibility plan is not the optimum solution for their investments, especially when the consequences of the risk event is extremely punitive. Thus, decision-makers always think of changing the real estate projects construction sequence, through prioritizing certain zones/portfolios over others, depending on the changes in the market demand conditions. This study opts at developing a fully integrated economic feasibility study to aid the decision-makers in mitigating the risk impacts on the project cash flow.
