Approx 10 x 8, paper printed and manuscript document with large vignette of eagle at sea at top, embossed Navy Dept seal at bottom, framed to 11 x 8.5, some toning and light staining at left margin, not examined out of frame but appears nice, with bold SIGNATURE OF JAMES FORRESTAL above line for Secretary of the Navy, with purple ink stamp "Acting" near name. Presidential signature area blank. Appointment of an Ensign in the U.S. Naval Reserves.
