Original book and NOT printed new when ordered by customer. 2nd edition, 1849. Appears to be different from Penfold's Principles of Valuation for Purposes of Rating (1893). Legal principles behind calculation of what 19th century utilities should pay as rates, which was essentially a small property tax to fund parochial needs eg the Poor Law. Contains statutes and case law, eg re Great Western Railway and the Cambridge Gas Light Company. 190 pages. Front hinge stressed at some point but appears to have been strengthened subsequently.
