Kilbourn's speech accompanied his proposed resolution for the International Industrial Exhibition to be held in the city. He expressed his concerns that the city's population of some 170,000 people who paid their taxes to support the Federal government had "no political power, and no legislator. dependent upon our suffrages for his succession in office." He provided documentation for his beliefs that the city's residents had been neglected and ignored by Congress, and their industry stifled by "heavy taxation and no representation."
