Kaiser, Secretary of the Treasury Henry Morgenthau, Jr., Major General Fedor Ivanovich Belov, Field Marshal Sir Henry Maitland Wilson, Major General L. S. Kuter, and Mrs. Franklin D. Roosevelt ("To the Women of the U.S.S.R."). President Franklin Roosevelt contributes a brief message praising the organization's mission.
