David S. Baxter was born in Stirling, Scotland, and was called to the First Quorum of the Seventy in 2006. He has also served in area presidencies in Europe and the Pacific. Elder Baxter received a BSC degree in business and economics from the University of Wales. In 2009, he underwent surgery for a brain tumor. He and his wife, Dianne, are the parents of four children; they have seven grandchildren.
